These are liners that cover the Scuttle to protect it, whilst also preventing the need to wash the scuttle out. Your question refers to the scuttle itself, however i can share as a general rule, the maximum width a 25ltr scuttle will take is an 18" roller, however this also depends on the frame as some frames are wider than others and this can make it a tight fit. Q: Do these fit the Purdy 18" roll off bucket?

Hi I would imagine they would fit as the Purdy buckets are around 19 litres and these liners fit up to 25. Hope this helps.
