Did you install DisplayLink Software? It must either be software or a bad cable or bad dock... I have the same M1Max Macbook Pro and currently run 3 DP monitors off this dock with no issues

Read my review. Two of the video ports should work with any system, but one port (Video One) will only work on some systems. I am not sure why the manufacturer doesn't make this more clear, but my review explains it in detail.
