Hi Scott, the VAP903 supports up to four SSIDs for VLANs in each frequency band (2.4GHz and 5GHz).

Q: How does this work with mobile-based wi-fi? does it have a sim card slot or can a mobile broadband dongle be plugged into it?

The AP works as a mesh into a main unit, a 2862 or similar, that runs your outbound connection and can take a dongle connection as a backup but this device is to extend your WiFi, it has no outbound connection on its own

It depends what you mean by "compatible". The Draytek Vigor 903 will work with any Ethernet router as an AP however, if you're wanting to use centralised AP management, then no.
